Decision: The NWC accepts the minutes of February 2 & 3, 2001 NWC meeting in Smithers with changes.

Decision:  NWC Report to Constituents will continue to be written and used to inform member organization constituents.

Action:  Dean Box, Sabra McLain, and Henry Klassen will have a meeting with float plane owners of Vanderhoof and pose the following questions:

  1. When can you not operate your float plane on the Nechako River?
  2. Is the main issue on the Nechako River the decline of the Summer Temperature Management Program (STMP), the high flows during the STMP, or is it the fall?
  3. Where are rocks in the Nechako River?  Could there be something done about removing them? Do you think the rocks should be moved?
  4. Can you give us some dates that you had concerns about operating on the Nechako River in the past? (Looking for specific log data)
  5. Are there other possible non-flow related solutions such as:
    1. A communal dock
    2. Dock design and movement
  6. Other solutions to issues you may have for floatplane owners on the Nechako River.

NWC also to show them the draft proposed flow regime and get input.

Decision:  NWC members can live with the proposed flows in October with regards to cattle containment, as shown on the hydrograph.

Action:  Joan Chess to draft a letter for Henry Klassen’s signature, to Jason Hwang, DFO regarding the status of the proposed DFO review of the temperature requirement at Finmore for migrating sockeye.

Decision:  The NWC will wait for NFCP’s reply regarding flows for Chinook in May for the proposed hydrograph. 

Decision:  NWC members can live with the proposed hydrograph flows in October with regards to canoeing, as shown in the draft hydrograph. 

Decision: The NWC will leave the figure of 26.4 cms for hydroelectricity generation at Kenney Dam for now; it will resolve the flows through the Murray Cheslatta and Nechako first, and then return to hydro-electricity at Kenney Dam.

Action:  Wally Eamer to invite government representative from sturgeon project to join Wednesday March 14, 2001 conference call of NWC Coordinating Committee and go from there.

Decision:  The NWC will continue discussions of proposal by the Northwest Communities Coalition at the next meeting.

Action:  Glen Davidson will graph some options of the NCC proposal for the next meeting.

Action: Gary Gurnsey will combine financial information and in-kind contributions from the last three years of NWC operations on one page as a work to date to reflect the growth of the NWC.

Decision:  NWC accepts the Working Budget Estimate for April 1, 2001 March 31, 2002 as presented.

Action:  Joan Chess, Wally Eamer, Rick Krehbiel, and Mike Robertson will research various methods to evaluate the social, economic, and environmental benefits of a Water Release Facility at Kenney Dam.

Action: Sabra McLain to contact Anita Moran about information the Chamber of Commerce may have gathered regarding the economic development options in the Nechako Valley.

Decision:  The NWC will wait for the release of the NEEFMC report and then the Coordinating Committee will address whether the NWC should become incorporated under the BC Society Act.

Decision:  The next meetings of the Nechako Watershed Council will be:

April 20 & 21, 2001 Burns Lake,

May 11 &12, 2001 TBA
