Welcome and Introductions

Henry Klassen welcomed everyone to Vanderhoof.

Business Meeting

Decision:  The NWC adopts the agenda with changes.

Decision:  The NWC accepts the minutes from the June 10, 2005, meeting in Terrace as presented.

Decision:  The NWC accepts the Interim Financial Statements for the 3 Months Ended June 30, 2005, as presented by Daryl Manwaring.

Nechako Enhancement Society Update

Rod Bell-Irving and Don Timlick gave an NES update regarding the CWRF Year Four workshops that have been completed and those that will be completed in the fall of 2005.

Nechako Fisheries Conservation Program Update

Dave Levy and Clyde Mitchell presented an overview of the Nechako Fisheries Conservation Program Technical Data Review 1988 – 2002.

Province of British Columbia

Jim Mattison, Acting Deputy Minister of the Environment, gave an overview of the changes within the Provincial Government and how that relates to the proposed Cold Water Release Facility at Kenney Dam.

Action:  The NWC will form a committee to:  review and prepare a presentation regarding the NWC and the proposed CWRF at Kenney Dam, and create opportunities and make appointments to meet with relevant parties within the Provincial Government.

Action:  The new Committee will prepare a draft presentation for distribution to all NWC members for their review and approval.

Flow Regime

Dan Bouillon and Joan Chess presented the revised briefing note, with the Flows Committee’s recommendations regarding the “Consultant’s Recommendations About Next Steps for Developing Preferred Post-CWRF Flow Regime”.  (Memo to NES and NWC from K. Boudreau, March 17, 2005).

Decision:  The NWC accepts “in-principle” Boudreau’s recommendations, with the one exception as noted in Table 1 (Step 6, last Optional task) for steps to complete its work on flow regimes.

Decision:  The NWC agrees to move forward now with a partial process, focusing on filling data gaps, and to leave the initiation of the full process to reach agreement on flows until after funding for a CWRF is announced.

Action:  NWC members to identify which of Boudreau’s recommended tasks in Table 1 are a priority for them, and ideas as to how that task could be undertaken (eg. Resources, responsibility), and bring their suggestions to the next NWC meeting in Vanderhoof.

Decision:  The next meeting of the NWC will be November 25, 2005, in Vanderhoof.

Sturgeon Recovery Update

Justus Benckhuysen gave a Sturgeon Recovery Update.
