Welcome and Introductions

Henry Klassen welcomed all to Smithers.

Business Meeting

Decision:  The NWC adopts the agenda with changes.

Decision:  The NWC accepts the minutes from the June 11, 2004, meeting in Smithers, as presented.

Action:  Don Timlick/Alcan to investigate preliminary figures on viability of power generation at Kenney Dam.

Jerry Petersen, Henry Klassen, and Don Timlick gave a review of the NWC/Alcan flyover of the reservoir that took place on August 13, 2004.

Decision:  The NWC accepts the Interim Financial Statements for the 3 Months Ending June 30, 2004, as presented by Daryl Manwaring.

Decision:  The NWC accepted the Selection Procedures for the Chair, Vice-Chair, and Second Vice-Chair, as presented by Reg Stowell in a draft of June 14, 2004, for the 2005/2006 year.

Dennis McKay, MLA for Bulkley Valley/Stikine presented a letter to the NWC confirming the Province’s approval $100,000.00 to fund the CWRF Work Plan Year 4 Activities.  He conveyed how well received the NWC Presentation to the Ministers in Victoria, September 13, was by the Ministers and their representatives. 

Nechako Enhancement Society Update

Gord Enemark and Richard Prokopanko gave an NES update of the CWRF Year 2, 3 and 4 Activities.

Flow Regime

NWC Consultant Kristann Boudreau presented an outline of her Phase 1 Summary Report.

Action:  Kristann Boudreau will prepare the draft of her report for approval by the Council at the November 19-20, 2004, NWC meeting in Smithers.

Action:  NWC to set aside some time at the November 19-20 meeting to bring up any new issues.

Action:  NWC to set aside some time at the November 19-20 meeting to discuss non-flows related issues.

Cory Williamson and Justus Benckhuysen gave an update on the efforts of the Nechako River White Sturgeon Recovery Initiative Team.

Henry Klassen, Jerry Petersen, and Richard Prokopanko gave a debrief of the NWC Meeting with the Ministers, September 13, 2004. 

Action:  The committee that attended the NWC Meeting with the Ministers, September 13, continue its work on continued communication with the Provincial Government regarding the proposed CWRF.

Action:  Henry Klassen, Richard Prokopanko, Don Timlick and Gord Enemark will develop a strategy for communicating with the Federal Ministers in BC regarding issues surrounding the proposed CWRF.

Jerry Petersen gave an update on the Fraser Basin Council Conference.  He stated that funds had been made available for members of the NWC to go to this conference which begins November 26, 2004.  Any members interested in attending this conference needed to get their applications in to the FBC on a first-come/first-serve basis.

Decision:  The next meeting of the NWC will be November 19-20, 2004, in Smithers at the Hudson Bay Lodge.

Action:  Richard Prokopanko will prepare a press release, centering around the Provinces approval for the funding for the CWRF Work Plan Year 4 Activities.
