Welcome and Introductions

Henry Klassen welcomed everyone to Vanderhoof.

Business Meeting

Decision:  The NWC adopts the agenda with changes.

Decision:  The NWC accepts the minutes from the September 16, 2005, meeting in Vanderhoof as presented.

Decision:  The NWC accepts the Interim Financial Statements for the 6 Months Ended September 30, 2005, as presented by Daryl Manwaring.  

Action:  Justus B. will send a copy of the report that Alcan Power Ops sent to the Water Controller on November 17, 2005, to Daryl for distribution to all NWC members.

Action:  NWC members to review action items table in the minutes, and bring corrections to the next meeting for removing or revising any long standing action items that may be redundant or irrelevant.

Nechako Enhancement Society Update

Rod Bell-Irving and Don Timlick gave an NES update regarding the CWRF Year Four workshops that have been completed and those that are upcoming in 2006.

Nechako Fisheries Conservation Program/NWC Future Roles Update

Don Timlick told the Council that Dave Innel has replaced Sue Farlinger, as the Fisheries and Oceans Canada representative on the NFCP Steering Committee.

Justus Benckhuysen gave an update of the last NFCP Technical Committee meeting at which the NFCP decided to keep their mandate as a legal entity but discussed how the NFCP could expand it’s ‘umbrella’ to better fit into the bigger picture.

Sturgeon Recovery Update

Justus Benckhuysen gave an update on the Nechako River White Sturgeon Recovery Initiative.

Province of British Columbia Presentation Update

Henry Klassen reported on the delegation’s meeting with the Provincial Government on November 17, 2005, in Victoria. 

Action:  The Committee will prepare a draft that summarizes the NWC’s work and the benefits of the proposed CWRF for circulation to: Province of BC including all MLA’s, Federal Government – BC Region, First Nations Leaders and the Fraser Basin Council.  Before distribution, the draft will be circulated to all NWC members for approval.

Flow Regime

Joan Chess led a discussion with regards to the NWC member’s priorities among  the tasks presented in the “Consultant’s Recommendations About Next Steps for Developing Preferred Post-CWRF Flow Regime”. 

Decision:  The NWC decided that its top two priorities are: 1)  Completion of the flow regime principles post CWRF, and 2)  Discussion and decision regarding the freed up flows allocation post CWRF.

Action:  NWC members will review the “Draft Nechako River Flow Regime Principles – Post Cold Water Release Facility” and bring their comments back to the next NWC meeting in Smithers, February 17, 2006, for discussion and decision.

Action:  The discussion of freed up flows allocation will be scheduled for a subsequent NWC meeting.

Decision:  The next meeting of the NWC will be February 17, 2006, in Smithers.
