Welcome – Henry Klassen, Chair, Nechako Watershed Council

Don Timlick took a moment to inform the Council of the passing of Daryl MacDonagh, Alcan - Kitimat, and of Carmen Karnapke's Illness.  Carmen will be returning in about three weeks.

Business Meeting

Decision:  The NWC accepts the minutes of the meeting of November 22 & 23, 2002, in Smithers with changes.

Decision:  The NWC accepts as presented the Statement of Revenue and Expenditures for the nine months ended December 31, 2002.

NEEFMC Report

Action:  Ken Duke to work on preparing Alcan’s response to the “NWC Response to the NEEFMC Report”, due by the end of this meeting.

Future Roles

No report given.  Future Roles Committee to be meeting next week.

Flow Regimes

Action:  Joan Chess will revise Draft Principles for Developing Flow Regime based on suggestions made during February 28 & March 1, 2003 meeting.  (See Flip Chart notes from that meeting)

Action:  Louise Remillard will provide Daryl Manwaring  with a copy of the table and graphs, along with explanation, from her presentation at the February 28 & March 1, 2003, NWC meeting for distribution to all NWC members.

Action:  Joan Chess to compare flow volumes from Louise Remillard’s table, to the max/min constraints for specific interests developed by Glen Davidson.

Action:  Dan Bouillon to provide his graph, using 3.5cms of freed-up flow in the reservoir, to Daryl for distribution to all NWC members.

Action:  Dan Bouillon to provide the graph tests for the scenarios in handout and the 3.5cms scenario above. 

Action:  NWC members to review the test graphs to determine if the points, where test is not met, are critical.

Action:  Henry Klassen to contact Mike Robertson about the flows scenarios information and see if the Cheslatta Carrier are comfortable with the work done to date.  Henry will inform Mike Robertson of Dan Bouillon’s offer to discuss the flow scenario work with him. 

Action:  Daryl Manwaring to mail a copy of the flow scenarios to Mike Robertson.

Nechako Enhancement Society UPDATE

Action:  Mark Gillis will send Henry Klassen a list of the directors and members of the Nechako Enhancement Society.

Action:  Daryl Manwaring to prepare press release, with help from Joan Chess and Valorie Fehr, for distribution by March 7, 2003.   Information regarding Flows Session, Environmental Dynamics Inc. presentation, Fisheries & Oceans Canada presentation, and Nechako River White River Sturgeon Recovery Initiative Program presentation by Don Cadden, to be included in press release.

Decision:  The next meeting of the NWC will be:  April 25 & 26, 2003, in Kitimat.

Decision:  The date has been set for the meeting after next for June 13 & 14, 2003, in Vanderhoof.
