29, 2005 – Saik’uz - Vanderhoof Attending:
Guests:
Welcome and Introductions Colleen Erickson, as Chief
of the Saik’uz Band, welcomed all to the Potlatch House. Business Meeting Decision: The
NWC adopts the agenda with changes. Decision: The
NWC accepts the minutes from the February 11, 2005, meeting in Smithers, with
changes. Action:
Henry Klassen will call Dennis McKay, MLA Bulkley
Valley/Stikine, and John Rustad, Liberal Candidate Prince George Omineca,
acknowledging the BC Liberal platform statement regarding the building of a Cold
Water Release Facility at Kenney Dam. Decision:
The NWC accepts the Interim Financial Statements
for the 12 Months Ending March 31, 2005, as presented by Daryl Manwaring. Decision:
The
NWC accepts the Draft Budget for the 2005/2006 fiscal year as presented. Action:
Daryl
Manwaring will approach Ken Simon Accounting regarding the preparation of the
Financial Review for the year ending March 31, 2005. Nechako
Enhancement Society Update Richard Prokopanko presented reports regarding Fish Entrainment at Kenney Dam, Total Gas Pressure, and Temperature Criteria, from Year Three of the Cold Water Release Facility Work Plan, as well as an overview of upcoming Year Four projects. Decision: The NWC supports the preparation of an
overview of anticipated benefits of a Cold Water Release Facility at Kenney Dam. Action:
Joan
Chess will contact David Marshall, Fraser Basin Council, regarding acceptance of
contract to prepare an overview of anticipated benefits of a Cold Water Release
Facility at Kenney Dam. Flow
Regime Joan Chess presented a briefing note, on behalf of the Flows Committee,
regarding Kristann Boudreau’s recommended next steps following her report. Decision: The
NWC accepts Kristann Boudreau’s report, Assessment of Potential Flow Regimes
for the Nechako Watershed, as an NWC document. Action: The
NWC will discuss Kristann Boudreau’s recommended next steps and the Flows
Committee’s briefing note regarding these recommendations at the next NWC
meeting. Guest Speakers Don Peterson, Freshwater Fisheries Society of BC, gave a presentation
about the organization and
discussed the possibility of a sturgeon hatchery being built at a site in
Vanderhoof to aid in the Nechako River White Sturgeon Recovery Initiative. Dave Maloney, BCFS, gave a presentation regarding Mountain Pine Beetle
affects on hydrology in the Nechako Watershed. Sturgeon Recovery Update Justus Benckhuysen gave a Sturgeon Recovery Update. Jenny Bahr, on behalf of the District of Vanderhoof, asked the NWC for
their support of the building of a Sturgeon Hatchery at a site in Vanderhoof. Decision: That
the NWC will continue to support the development of a Sturgeon Hatchery at
Vanderhoof, in support of the Nechako River White River Sturgeon Recovery
Initiative, given that it proves, scientifically, to be a good location for such
a facility. Action: Richard
Prokopanko will prepare a press release centering around the presentation by Don
Peterson of the Freshwater Fisheries Society of BC, the proposed building of a
Sturgeon Hatchery, the Saik’uz hosting of the return of the NWC, after nine
years, for their meeting, and the presentation by Dave Maloney regarding the MPB
Hydrology Implications. Decision: The
next meeting of the NWC will be June 10, 2005, in Terrace. Decision: That
the NWC will pay for Henry Klassen to attend the Council of Forest Industries (COFI)
Conference. |
